Senate Approves Bipartisan Budget Agreement

On December 18, 2013, the Senate passed H.J. Res. 59, the budget resolution by a vote of 64-36. Nine Republicans voted in support of the resolution along with all 53 Democrats and two independents. H.J. Res. 59 was approved by the House on December 12, 2013 by a vote of 332-94. The resolution will now be sent to President Obama who is expected to sign it.

As previously reported in our GM 113-111 (December 16, 2013), the budget resolution sets the overall spending levels for FYs 2014 and 2015. H.J. Res 59 sets top-line spending for fiscal 2014 at $1.012 trillion and $1.014 trillion in fiscal 2015. This action sets the stage for the work of the Appropriations Committees which have already begun steps to develop a spending package for FY2014. Currently, the federal government is being funded under a continuing resolution which expires on January 15, 2014.

Senate Appropriations Committee Chairwoman Mikulski (D-MD) anticipates an appropriations schedule whereby the House completes its work by January 10, 2014, and the Senate takes up the appropriations measure by January 13.
