Mr. Walker began his legal career in 1960 as general counsel for the Three  Affiliated Tribes of the Fort Berthold Reservation of North Dakota, in which he is an enrolled member (Mandan). From 1965 to 1982, he held several posts in the United States Department of the Interior, including Assistant Solicitor, Director of the Office of  Indian Water Rights, and Associate Solicitor for Indian Affairs. In 1988, he joined the Firm as a partner.

Mr. Walker is counsel for the St. Regis Mohawk Tribe in its suit for the return   of thousands of acres of land taken by the State of New York early in the last century  in violation of the Non-Intercourse Act. He has prepared manuals on taxation and gaming that are widely used in Indian country.

Mr. Walker received his LL.B degree in 1960 from the University of North Dakota, where he served on the Board of Editors of the Law Review, as well as his Ph.B. degree in 1957. Mr. Walker is a member of the District of Columbia and North Dakota bars.
