Denise Turner Walsh
Of Counsel
Denise Turner Walsh, an enrolled member of the Rincon Band of Luiseno Indians (Southern California), recently joined the Firm as of-counsel in 2007. She began her career in Indian law at the Colville Tribal Court in 1997 where she served as a clerk to the Chief Judge and then worked for more than 5 years as a staff attorney at the Native American Program of Oregon Legal Services.
Denise represents tribal clients on issues concerning tribal jurisdiction and sovereignty, land and natural resources, finance, taxation, contractual disputes and Indian housing. She has substantial experience in the drafting of ordinances, by-laws and administrative regulations for tribal governments. Denise also has extensive experience representing tribes in land acquisitions and management, fee-to-trust transfers, agriculture, grazing and commercial lease agreements.
She has worked on tribal financings such as the formation of and capital financing for a tribal revolving loan fund. Denise has represented tribal clients on financings for government administration buildings, casinos and commercial loans. She has also represented tribes in disputes involving state taxation, municipal services agreements and construction contracts.
Denise has litigated housing and employment
claims on behalf of tribal governments
in tribal courts. She has also assisted
with the drafting of Indian housing plans,
policies and procedures and advised clients
on audit findings and program governance
pursuant to the Native American Housing
Assistance and Self-Determination Act (NAHASDA).
She received her J.D. from the University
of California, Hastings College of the
Law and a B.A. in Psychology and Women’s
Studies from the University of California,
Los Angeles. She is a member of the New
Mexico, Oregon and California State bars,
the Federal District Court for the District
of Oregon and the Coquille Indian Tribe
Tribal Court.
