Lee K. Shannon
Partner
Mr. Shannon, an enrolled Coast Salish Tribal member (Cowichan
Tribe, B.C., Canada), joined the Firm in 2001. He focuses
on finance, tax, tribal gaming, business entity formation,
and economic development for Indian tribes in Alaska and in
the lower 48 states.
Mr. Shannon has considerable experience in both taxable and
tax exempt financings by Indian tribes and tribal enterprises
and has worked on a variety of economic development and infrastructure
financings, such as financings for Tribal casinos, resorts,
hotels, convention centers, museums and cultural centers,
government administration buildings, sewer, water and other
infrastructure development, and motor vehicle purchases. He
regularly assists tribal governments and tribal enterprises
in negotiating, structuring and documenting bond issues, loans,
leases and other financing arrangements.
Prior to joining the Firm, Mr. Shannon was an associate at
the law firm of Ater Wynne, where he concentrated on public
finance and Indian law. Before joining Ater Wynne, he was
a staff attorney and Acting Executive Director of the Native
American Program of Oregon Legal Services, where he concentrated
on commercial, corporate, gaming, finance and tax issues on
behalf of Oregon tribes, tribal enterprises and Indian non-profit
corporations.
Mr. Shannon is a former Chair of the Oregon State
Bar Indian Law Section and a former Secretary-Treasurer of
the Washington State Bar Indian Law Section. He also serves
on the board of directors of the Legal Aid Services of Oregon,
the Oregon Law Center, and the Affiliated Tribes of Northwest
Indians Economic Development Corporation and on the board
of trustees for the AISES Foundation.
Mr. Shannon received his J.D. and M.B.A. from the University
of Washington. He received his B.S. in Biology from Seattle
University. He is a member of the Alaska, Washington and Oregon
State bars and the Federal District Court for the District
of Oregon.
