Michael L. Roy
Partner
A partner since 1994, Mr. Roy first joined the Firm upon
graduation from law school in 1985. After leaving for a brief
time to practice commercial litigation with a national law
firm, he returned to the Firm in 1992. Since then, he has
concentrated in the areas of litigation, gaming, administrative
law, employment, housing, and organizational issues.
Mr. Roy successfully argued Reservation Telephone Cooperative
v. Three Affiliated Tribes of the Fort Berthold Reservation
(requiring utility company chal-lenging tribal tax to exhaust
tribal remedies), and helped write several Supreme Court briefs,
including Seminole Tribe of Florida v. State of Florida. He
has represented tribes in suits involving land claims, tribal
employment rights ordinances, tribal taxes, and gaming in
federal and tribal courts, and has appeared before numerous
federal courts and agencies.
Mr. Roy represents clients before the National Indian Gaming
Commission and the Bureau of Indian Affairs’ Office
of Indian Gaming in various areas, including approval of management
contracts, tribal-state compacts and other gaming agree-ments,
approval of off-reservation trust acquisitions for gaming,
gaming ordinance approval, and rulemaking proceedings. He
was a part of the team that negotiated the terms of, and obtained
the necessary federal approvals for, the first tribal casino
ever to be financed by a bond offering, the Mohegan
Sun Casino.
Mr. Roy graduated from Boston College Law School in 1985
(with honors), and received his Bachelor’s degree in
Anthropology/Native American Studies from Dartmouth College
(with honors) in 1980. He is a member of the District of Columbia
bar.
