Steve D. Osborne
Associate
Mr. Osborne joined the Firm in 2002 as a law clerk, and became
an associate in 2003. He works primarily on self-determination
issues, including contract support costs and Federal Tort
Claims Act coverage. He received his J.D. (cum laude) with
a Certificate in Environmental and Natural Resources Law from
Lewis & Clark Law School, where the faculty selected him
to the Cornelius Honor Society. While earning his law degree,
he served as a research assistant for the Northwest Water
Law & Policy Project, and clerked for the Firm and for
Davison Van Cleve, a Portland energy law firm.
Prior to law school, Mr. Osborne taught literature and writing
courses at UCLA, Boise State University, Albertson College
of Idaho and the University of Washington. He also served
as the Technical Editor for the Idaho Department of Environmental
Quality. His writing has appeared in a wide range of publications,
from Boise Weekly to Studies in American Indian Literature.
Recent legal publications include Protecting Tribal Stories:
The Perils of Propertization, 28 American Indian Law Review
___ (forthcoming 2003/2004), which won first place in the
American Indian Law Review Writing Competition; Laws Governing
Recreational Access to Waters of the Columbia Basin: A Survey
and Analysis, 33 Environmental Law 399 (2003) (with Jennifer
Randle and Michael Gambrell); and Chevron Deference, the Indian
Canons, and the Role of Interpretation in Federal Indian Law,
which won first prize in the 2003 New Mexico Bar Indian Law
Writing Contest and is published online at www.nmbar.org.
Mr. Osborne holds a B.A. (magna cum laude), M.A. and Ph.D.
from the University of Washington. He is a member of the Oregon
State Bar and the Oregon State Bar Indian Law Section.
