Jennifer P. Hughes

Ms. Hughes, a founding partner in the law firm of Ayer & Hughes, joined the Firm as Of Counsel in May 2002 and became a partner in 2003. At Ayer & Hughes and previously at the law firm of Morisset, Schlosser, Ayer & Jozwiak, where she worked as an associate for four years, she served as a government relations authority for Indian affairs issues. In that role, she conducted legal analyses of federal legislative and executive actions affecting Indian tribes; developed and implemented strategies for advocating client tribes’ positions on Capitol Hill, in relevant agencies and at the White House and coordinated with tribal organizations to advance agendas for tribal governments on appropriations, gaming, taxation and sovereignty matters. She has also represented tribes in administrative proceedings on federal recognition and environmental regulation, and serves as attorney for the Mni Wiconi Project, one of the largest water projects in the United States that serves the Pine Ridge, Lower Brule and Rosebud Reservations as well as non-Indian counties in West Central South Dakota.

Ms. Hughes served on the successful 2002 reelection campaign for South Dakota Senator Tim Johnson and worked as a National Advance Team Member for the 2000 Gore/Lieberman Campaign as well as the 1996 Clinton/Gore Campaign.

Ms. Hughes began her law career in general practice in her hometown in Central New York. There, she focused on real estate, domestic relations and estate planning. During law school she clerked for the United States Senate Committee on Indian Affairs and the Seneca Nation of Indians’ Department of Justice. Prior to attending law school, Ms. Hughes worked as a Staff Assistant for the United States Senate Committee on Indian Affairs and for the Paschal Sherman Indian School on the Colville Indian Reservation in Washington State.

Ms. Hughes received her Juris Doctorate, cum laude, from Albany Law School of Union University in 1995 and her Bachelor of Arts from Georgetown University in 1990. She is a member of the bars of Massachusetts, New York and the District of Columbia.
