Karen J. Funk
Legislative Specialist
Ms. Funk joined HSDW as a Legislative Specialist in 1987,
following employment with Senator James Abourezk, Representative
(now Senator) Tom Daschle, and the National Congress of American
Indians. Ms. Funk's responsibilities include the review and
written analysis of legislative matters, and lobbying on legislative
and appropriations issues on behalf of the Firm's clients.
She has extensive experience in the appropriations process
and education, health, and historic preservation issues. Her
work on education issues includes six years representing the
National Indian Education Association and extensive work on
the reauthorization of the Elementary and Secondary Education
Act of 1994, the Vocational Education Act, and the Educational
Research and Development Act.
Ms. Funk has worked on a number of social service issues
for tribes and tribal organizations, including efforts on
the 1996 Welfare Reform Act (P.L. 104-193) which resulted
in the doubling of tribal child care monies and authorizing
tribal assumption of the federal child support enforcement
and the Temporary Assistance for Needy Families programs.
Ongoing efforts in the social service area include eligibility
for tribal governments and Indian children in tribal areas
for the federal entitlement program which funds foster care
and adoption assistance. She also represents Indian and other
minority organizations on public broadcasting legislation
and funding.
Ms. Funk earned a Bachelor of Arts degree in political science
from the University of Nebraska in 1969.
