Ms. Barbero has been with the Firm since its founding in 1982, and has been a partner since 1987. She has represented tribal schools and Indian education organizations throughout her tenure with the Firm, and is one of a few attorneys in the country who specializes in Indian education law. She served as one of the lead advocates for the Indian-related amendments to the Elementary and Secondary Education Act in 1988, 1994 and 2001-02 (The No Child Left Behind Act).

Ms. Barbero also has expertise in Indian self-determination law. She was a key member of our Firm’s team that participated in the historic 1995-96 Negotiated Rulemaking proceeding that produced regulations to implement the revised Indian Self-Determination Act. Her legislative experience includes drafting legislation and lobbying, particularly on Indian education, health, and appropriations issues. She was the lead Washington attorney in the coalition representing tribal health interests during Congressional action on Medicaid Reform in 1995-96, and continues to represent tribes on Medicare and Medicaid policy issues. She leads the Firm’s work on the reauthorization of the Indian Health Care Improvement Act.

Prior to joining the Firm, Ms. Barbero was an attorney with the Washington law firm of Wilkinson, Cragun & Barker, where she began her Indian law practice. Her prior professional experience includes six years as a legislative assistant in the House of Representatives. She received her law degree from Georgetown University in 1978 and her undergraduate degree in political science from Allegheny College in Pennsylvania. She is a member of the District of Columbia bar.
